MUNICIPAL SOLID WASTE MANAGEMENT

"Municipal Solid Waste" includes commercial and residential wastes generated in a municipal or notified areas in either solid or semi-solid form infrastructure development for collection storage, segregation, transportation, processing and disposal of municipal solid wastes.

The municipal authority or an operator of a facility shall make an application in Form-I, for grant of authorization for setting up waste processing and disposal facility including landfills from the State Board or the committee.

BATTERIES (MANAGEMENT AND HANDLING)

Implementation of the Batteries (Management & Handling) Rules, 2001


The rules was notified during May 2001 and applicable to every manufacturer, importer, reconditioner, assemblers, dealers, recyclers, auctioneers, consumers, bulk consumers involved in manufacturing , process and sale of batteries .The rule has specified responsibilities for each activity involved and these are clearly given in the Battery (Management and Handling) Rules, 2001.  KSPCB is the implementing authority of the provisions of the rules.

Initiatives by KSPCB:

  • Board has identified 1,355 number of units engaged in lead acid Battery activities specified under rules. 
  • Issued public notices in leading news papers on 6/11/2001 , 30/01/2003 and 08/03/2005 indicating the responsibilities of various agencies involved under the rules.  Individual notices were also issued.
  • A meeting of all the agencies involved was held on 06-02-03 at Bangalore . The meeting was attended by the manufacturers and office bearers of All India lead and zinc manufacturers associations and CPCB representatives.
  • An interactive awareness meeting with manufacturers, dealers and recyclers was organized on 23-08-04 at KSPCB, Bangalore , to impress on the need for compliance & the responsibilities indicated under Batteries (Management & Handling) Rules, 2001.
  • During the year 2002-03 only 93 Battery units were filing the returns.  However, after issuing repeated Notices, Public Notices and awareness meetings, the number of units filing returns has now risen to 711.
  • An exclusive Meeting for the Battery manufacturers was held on 17-03-05
