Direct Benefit Transfer(DBT)

 

Background:

 

  • The Government of India has mandated Aadhaar for all Government benefit schemes and DBT for all benefit transactions in cash.
  • Letter was issued from Govt. of India dated November 24 2016 to this effect. The states were suggested to gear up for DBT mission and share the DBT directives with the centre.
  • The Finance Department, Government of Karnataka has formed a DBT cell comprising of Advisory council and a steering committee. CeG (KRDH) is part of the Technical Group of Steering committee, along with UIDAI and NIC.The DBT Cell was to assist the departments towards the DBT readiness.
  • The Government Order No FD 06 CAM 2013 dated 23 November 2016 was issued regarding the DBT implementation in the departments.
  • CeG to facilitate the departments for DBT readiness.A letter dated 09 Jan 2017 is addressed to the departments with the details on the requirements from the departments for the DBT/ IT readiness within the department.
  • The departments are suggested to gather Aadhaar and perform the seeding. Departments to also set up an in-house team of resources towards IT readiness within the department

 

Capacity Building:

  • CeG has conducted a workshop for the departments and out of 33 Departments invited, 97 attended the workshop from different departments.
  • Similar workshop was conducted for the SeMT and eGov consultants. A total of 31 SeMT and e-Governance consultants have attended the workshop.
  • Dedicated resources assigned from KRDH, SeMT/CeG to each of the departments. These resources will assist the departments in the DBT readiness.
  • As per letter CEG/137/KRDH/2016, 10 departments have been identified for immediate rolling of DBT within 31st March. The departments with the schemes requiring DBT has been communicated.

 

Plan of Action:

 

  • The departments will be assisted in the AUA/KUA onboard process with UIDAIas part of the beneficiary verification and validation.
  • SeMT and eGov consultants along with CeG Consultants will be assigned to departments.
  • The consultants are expected to assist the department in the DBT roll out smoothly.
  • Below are the consultants  assigned and the progress in each department:
